    The Newfoundland and Labrador Centre for Health Information (the Centre) is responsible for developing and implementing the province’s confidential and secure electronic health record (EHR).

    The Centre also works to improve the health of all Newfoundlanders and Labradorians by providing quality health information to health professionals, the public, researchers and health system decision-makers.

    The Centre is a crown corporation of the Government of Newfoundland and Labrador. It also receives funding from the not-for-profit group Canada Health Infoway, which funds EHRs across Canada.

    • The Centre issues public tenders for goods and services over $10,000 and professional services over $50,000.
    • Tenders will be awarded to the lowest evaluated bid, based on a total analysis of the bids submitted. This analysis may include price, quality and suitability of product or service in reference to the Centre’s specifications, vendor performance, delivery commitment, and other aspects as deemed appropriate.

  • QUALITY INFORMATION

    QUALITY INFORMATION

    Working with our partners to continuously improve the quality of data available within the health system is a top priority at the Centre. We provide leadership in the development and adoption of standards that govern the collection, processing and interpretation of data in support of regional, provincial and national health information systems. We maintain key databases; perform applied health research, evaluations, and analytics; and act as information manager for data provided to the Centre by other organizations.

    • STANDARDS

      Standards play a critical role in the delivery of health care by providing the framework that ensures that the collection and exchange of patient information across the health care system is consistent.

      We work closely with our partners including the Regional Health Authorities, the Canadian Institute for Health Information (CIHI), Canada Health Infoway (particularly the Standards Collaborative), the Department of Health and Community Services (including MCP), Service NL (specifically Vital Statistics) and Statistics Canada to develop and maintain national and provincial standards.

    • HEALTH ANALYTICS

      The Centre provides applied health research, evaluation and analytic services to the Department of Health and Community Services and the Regional Health Authorities to support the delivery of health programs and inform provincial health policy. We also collaborate with academic and private sectors researchers and other departments within the Centre.

      ANALYTIC SERVICES

      Analytic services include data extractions, linkage and analysis, data and database management, and health indicator development. This information is regularly used in academic research and by the Department of Health and Community Services and Regional Health Authorities to inform briefing notes, annual reports, strategies and service delivery.

      EVALUATION

      The Centre performs benefits evaluations of information systems and government policy/program evaluation to support various provincial and national initiatives. Examples of past evaluations include the provincial Telehealth program; the Pharmacy Network; provincial the HealthLine service; the Mental Health Care and Treatment Act; the Clinical Safety Reporting System (CSRS); the Personal Care Homes Isolation Grant Program; Cancer Patient Navigation service; the Ottawa Hospital Model of Nursing Clinical Practice; and the Drug Treatment Funding Program.  

      APPLIED HEALTH RESEARCH

      The Centre works closely with local, provincial and national research organizations such as Memorial University of Newfoundland and Health Canada in carrying out applied health research. Through applied health research, the Centre has contributed to the body of knowledge in a number of health areas including, chronic disease, cancer and child health. Past research has included investigations into the health of populations to identify health outcomes and risk factors for disease, as well as examining areas related to access, use, costs, safety, quality, delivery and organization of health systems.

      Applied health research supports the creation of an evidence-informed health system, provides valuable information for use in health policy and decision-making, and contributes to improved population health.       The Centre collects health information from a variety of sources, including health care facilities, pharmacies, clinics, government and research organizations. Information in the systems maintained by the Centre is used for a variety of purposes such as clinical program management, health system management, public health, research, and quality assurance.
